HK Publishes the Anti-scam Consumer Protection Act
The Hong Kong Monetary Authority (HKMA) has published the Anti-Scam Consumer Protection Charter 2.0.
The new publication follows the launch of the first Charter in 2023, and through the participation of more institutions and merchants, has an expanded coverage to assist the public in guarding against credit card scams and other digital frauds.
The Charter has four principles for participating institutions:
A ban on sending any instant electronic messages to customers with embedded hyperlinks;
Collaboration to raise public awareness of credit card scams and other digital frauds;
The provision of contact information on suitable channels for customers to make enquiries; and
The implementation of relevant training to frontline staff.
Firms can view the second edition of the Charter to remain attuned to ongoing regulatory anti-fraud and scam initiatives and expectations.
