The consultation paper provides information on the following areas:
- Policy objectives and guiding principles of the proposed regulatory regime;
- Regulatory framework for fiat-referenced stablecoin FRS issuers;
- Custody and offering of FRS;
- Supervisory powers of the HKMA;
- Investigation powers of the HKMA; and
- Offences and Sanctions.
Industry and public feedback is invited until 29th February 2024.
