Report on evolving trends in CTF risks published by CTED

The UN Counter-Terrorism Committee Executive Directorate (CTED) published a report on Evolving Trends in the Financing of Foreign Terrorist Fighters’ Activity: 2014–2024.

 

The report highlights key trends and changes in the financing of foreign terrorism in the past decade.

Key trends identified include:

  • The decentralisation of terrorist groups and their methods of financing, making detection and intervention increasingly challenging;
  • The potential abuse of new technologies such as artificial intelligence (AI) and machine learning by terrorist groups to optimise evade detection; and
  • The increased mixing of traditional and new terrorist financing typologies, such as combining virtual asset fundraising and cash couriers.
