The strategy is based on a three pillar approach:
- Pillar 1: Pursue fraudsters: through measures including establishing a National Fraud Squad and leading a global partnership;
- Pillar 2: Block fraud: particularly in telephone networks and tech; and
- Pillar 3: Empower people: by supporting and reimbursing more victims and communicating the issue.
