Joint Consultation on the Proposal to Regulate Stablecoin Issuers
The Hong Kong Monetary Authority (HKMA) and The Financial Services and the Treasury Bureau (FSTB) have published a joint consultation on the legislative proposal to regulate issuers of stablecoin.
The consultation paper provides information on the following areas:
Policy objectives and guiding principles of the proposed regulatory regime;
Regulatory framework for fiat-referenced stablecoin FRS issuers;
Custody and offering of FRS;
Supervisory powers of the HKMA;
Investigation powers of the HKMA; and
Offences and Sanctions.
Industry and public feedback is invited until 29th February 2024.
